When you mine ore, reprocess ore or salvage, and have parts to sell you sell them into the NPC market, or you can put them for sale to other players. This works much an online auction minus the fees. Essentially you look at station, position the item up for sale, and leave the item at that station. It does not sell immediately unless it's a hot product, just like real way of life.
